Cintiq 13HD: device is not connected to computer even though it is displaying and shows up on the Wacom Desktop Center
Wacom Cintiq 13HD touch recommends that you click the Wacom Cintiq 13HD touch Software Update, which is the first item in the Wacom Cintiq 13HD touch Desktop Center, to download the most recent version of the Wacom driver. I posted a while back about an issue I was having with my Cintiq.
I went out of the country right after this post, and I finally got around to trying to fix the issue this week. I managed to get it to work once somehow on Wednesday (after several attempts of troubleshooting), when I reinstalled from the CD and downloaded the updated drivers from their site. I went straight to the 'Wacom Tablet Properties' program and changed my settings then. It was working all day that day, however, it hasn't worked once since then. I tried to fix it again today, and this time, I went through and fully deleted everything: Tablet folder, drivers, and even my old Intuos setting. I then tried downloading 1) Just the CD 2) Just the drivers from the site, 3) CD then update to site drivers. I still have the same issue as before that I cannot access the 'Wacom Tablet Properties' program, as it tells me that my device is not connected to my computer, even though my pen is moving and the tablet screen is displaying my computer monitor.
I also realized that my tablet wasn't registering as an ejectable USB device when my mouse was connected, so I went through all the deletion and download steps AGAIN without the mouse plugged in. Still nothing. I also realized that If I have the Wacom Desktop Center open before I plug in the USB (or when I disconnect and reconnect it), it shows up in the Wacom Desktop Center. However, I still cannot open the 'Wacom Tablet Properties'. If I open the the Wacom Desktop Center AFTER I already have it plugged in, then it says no device detected.
How should I go about fixing this problem? I have tried everything on these posts:

ETA: The pen, pressure settings, connecting the mouse to the tablet and using it on the computer all works as well even when it says it is not connected. Extended display mode to use the tablet as a second monitor also works.
